A Congregational church was organized about October 30, 1771, and the town made annual small appropriations for preaching. The majority of residents were Congregationalists; residents in the south part were of Scots-Irish descent and were Presbyterian. A meeting-house was erected in 1768; but it was not completed for several years. The first minister was Rev. Joseph Currier, appointed in 1771; he was dismissed August 29, 1774 for intemperance, according to the town records. In 1781, the Congregationalists and the Presbyterians organized separately; the former called Rev. Cornelius Waters, who became their pastor, and continued till 1795. The next minister was Rev. David L. Morril, who began March 3, 1802. He was supported by both congregations under the name of the Congregational Presbyterian church. Morril was elected as a representative of the town to the state house, as a US Senator for the state, and in 1824, as governor of the state, serving until 1827.

DOT Changes to Part 40

On May 2, 2023, the Department of Transportation published its final rule in the Federal Register to include oral fluid testing in the DOT drug testing program.  This final rule became effective June 1, 2023.

Please note that DOT oral fluid testing cannot be implemented as of yet until the Department of Health and Human Services (HHS) certifies at least two laboratories. One as a primary lab and a second lab to serve as split specimen testing.

Changes to DOT-regulated employees?

DOT-regulated safety-sensitive employees can now be subject to an oral fluid collection or urine drug testing collection for ANY DOT-regulated test and this choice is up to the employer.  DOT has also authorized that Substance Abuse Professionals (SAP) evaluations may continue to be conducted remotely.

How do these changes affect DOT employers?

Employers must select what methodology they would like to use for their drug testing program (randoms' oral fluid, pre-employment urine, etc). Ensure you have a business relationship/agreement with any collections site for the services you wish to use for your drug testing program.  As an employer, you must also have your Designated Employer representative available 24-7 in the event any problem collections or situations arise or to discuss any standing orders that may arise for problem collections.

What are the DOT drug testing requirements?.

In 1991, the Omnibus Transportation Employee Testing Act created the following DOT Agencies which established drug and alcohol testing regulations to ensure that aircraft, trains, trucks, and buses were operated in a safe and responsible manner. As an employer or individual operating in a "Safety Sensitive" position, it is important to understand how these regulations impact you.

49 CFR Part 40 (commonly known as Part 40) explains:

The Opioid Overdose Crisis

Every day, more than 130 people in the United States die after overdosing on opioids. The misuse of and addiction to opioids,including prescription pain relievers, heroin, and synthetic opioids such as fentanyl, is a serious national crisis that affects public health as well as social and economic welfare. In the late 1990s, pharmaceutical companies reassured the medical community that patients would not become addicted to prescription opioid pain relievers, and healthcare providers began to prescribe them at greater rates. This subsequently led to widespread diversion and misuse of these medications before it became clear that these medications could indeed be highly addictive.3,4 Opioid overdose rates began to increase. In 2017, more than 47,000 Americans died as a result of an opioid overdose, including prescription opioids, heroin, and illicitly manufactured fentanyl, a powerful synthetic opioid.1That same year, an estimated 1.7 million people in the United States suffered from substance use disorders related to prescription opioid pain relievers, and 652,000 suffered from a heroin use disorder (not mutually exclusive)

Goffstown is a town in Hillsborough County, New Hampshire, United States. The population was 17,651 at the 2010 census. The compact center of town, where 3,196 people resided at the 2010 census, is defined by the U.S. Census Bureau as the Goffstown census-designated place and is located at the junction of New Hampshire routes 114 and 13. Goffstown also includes the villages of Grasmere and Pinardville. The town is home to Saint Anselm College (and its New Hampshire Institute of Politics) and is the former location of the New Hampshire State Prison for Women, prior to the prison’s relocation to Concord in 2018. The former prison in Goffstown is now vacant.

The town was first granted as "Narragansett No. 4" in 1734 by New Hampshire and Massachusetts Colonial Governor Jonathan Belcher as a Massachusetts township (the area then being disputed between the two provinces). It was one of seven townships intended for soldiers (or their heirs) who had fought in the "Narragansett War" of 1675, also known as King Philip's War. In 1735, however, some grantees "found it so poor and barren as to be altogether incapable of making settlements," and were instead granted a tract in Greenwich, Massachusetts.

The community would be called "Piscataquog Village" and "Shovestown" before being regranted by Masonian proprietor Governor Benning Wentworth in 1748 to new settlers. These included Rev. Thomas Parker of Dracut and Colonel John Goffe, for whom the town was named. He was for several years a resident of Bedford, and the first judge of probate in the county of Hillsborough. Goffstown was incorporated June 16, 1761. A large part of the town was originally covered with valuable timber. Lumbering and fishing were the main occupations of the early settlers. The village of Grasmere was named for Grasmere, England, home of the poets William Wordsworth and Samuel Taylor Coleridge.

A Congregational church was organized about October 30, 1771, and the town made annual small appropriations for preaching. The majority of residents were Congregationalists; residents in the south part were of Scots-Irish descent and were Presbyterian. A meeting-house was erected in 1768; but it was not completed for several years. The first minister was Rev. Joseph Currier, appointed in 1771; he was dismissed August 29, 1774 for intemperance, according to the town records. In 1781, the Congregationalists and the Presbyterians organized separately; the former called Rev. Cornelius Waters, who became their pastor, and continued till 1795. The next minister was Rev. David L. Morril, who began March 3, 1802. He was supported by both congregations under the name of the Congregational Presbyterian church. Morril was elected as a representative of the town to the state house, as a US Senator for the state, and in 1824, as governor of the state, serving until 1827.
